Additions and Updates to Organic Processing Certification
Summary: Making changes to your organic processing operation? Whether you’re adding a new facility, launching a new product, changing labels, or sourcing new ingredients, your Organic System Plan (OSP) must be updated and approved by Oregon Tilth before use. This article outlines what forms you need, when inspections apply, and how to stay compliant.
Moving or Adding a Facility
Contact your Client Services team as soon as you know your business will be adding or relocating to a new facility. Notifying us early helps ensure your certification can be updated without unnecessary delays.
Your Client Services team will:
- Explain the information and documentation required for your facility change.
- Provide the necessary forms and instructions for completing them.
- Answer any questions you have throughout the process.
- Help you understand the expected timeline and any certification requirements that may apply before the new facility can be used for certified organic activities.

- O1 – Operation Information (if address is changing)
- H2 – Facility Information
- H3 – Product Summary (if products or processes change)
- H5 – Sanitation and Water Practices
- H6 – Receiving, Storage, Packaging, and Shipping
- H7 – Handling Facility Pest Management
- H8 – Handling Record Keeping Practices

Will I need an inspection?
Yes. All new or relocated facilities require an inspection before products processed or handled can be sold or represented as ‘organic.’
We recommend providing us with as much advance notice as possible for scheduling and minimizing costs.
Note: Always check on turnaround times with your client services delivery team for current inspection timelines to prevent operational disruptions.
Can I process before inspection?
Products processed cannot be sold or represented as organic until certification is finalized and approved. Contact your client service team before processing at a new facility.
Adding a New Product to Certification
What do I need to submit?
- Labels for each product

- Master Ingredient List (MIL)
- Submit organic certificates for new suppliers
- Submit the appropriate documentation for non-organic ingredients. Refer to the Help Center article on Sourcing and Using Ingredients In Organic Products
- Master Products List (MPL)
- Submit an updated MPL that includes the product name exactly as it will appear on the product label and your organic certificate

- Product Formulation Sheet (PFS_02)
- Required for multi-ingredient products:
- Make sure the product name matches the MPL and all ingredients are listed on the MIL.

Does adding a new product require an inspection?
Not always. An inspection may not be required if the new product:
- Is produced, handled, or packaged using the same processes already described in your approved Organic System Plan (OSP).
- Uses equipment and facilities that are already included in your approved OSP.
- Does not involve any other changes to your certified operation.
If the new product involves changes to your operation, an inspection may be required.
