Hemp Compliance Agreement
OTCO Hemp Compliance Agreement
Summary: The Hemp Compliance Agreement is required for any business that processes or handles compliant hemp and is requesting organic certification of a hemp product or a product containing hemp. This form ensures that your operation meets OTCO’s definition of compliant hemp and complies with all organic standards.
What is “Compliant Hemp”?
For certification, OTCO defines compliant hemp according to federal and organic regulations. In general, compliant hemp:
- Contains no more than the legally allowed level of THC
- Meets all requirements for production, handling, and processing under the USDA National Organic Program (NOP)
- Is fully traceable and documented through your Organic System Plan (OSP)
You must review the form carefully to understand how OTCO defines compliant hemp and what documentation is required.
Who Needs to Complete the Hemp Compliance Agreement?
- Processors and handlers of hemp products
- Brand owners requesting certification of hemp-containing products
- Facilities storing, packaging, or labeling hemp products for sale as organic
Why is the Agreement Required?
Hemp products require an additional level of compliance review due to federal and organic program regulations. This agreement helps:

- Protect both your business and organic integrity in the marketplace
