Organic Labeling and Packaging Requirements

Summary: To protect organic integrity and meet USDA National Organic Program (NOP) standards, all organic labels and packaging must follow specific rules. This includes restrictions on packaging materials, required label elements, organic claims based on composition, and certification logos.

Label approval is required before printing. International organic labels have additional requirements, depending on the export country.

Packaging Requirements for Organic Products

What packaging materials are allowed?
You have many packaging options, but organic rules limit what can be used:

  • No synthetic fungicides, preservatives, or fumigants in packaging
  • Reused containers must be sanitized and prevent contamination
  • Biodegradable materials (like PLA made from corn) must be non-GMO and accompanied by documentation

What records do I need for packaging?
If you receive, package, and ship products, your records must clearly show that the product packed and shipped is the same one received.

This is known as “product in, product out” traceability. Your documentation must support complete audit trails for each ingredient and product.

Labeling Requirements Under the USDA National Organic Program (NOP)

What must be on my organic label?
All USDA-certified organic products must include:

  • An ingredient statement (for multi-ingredient products)
  • The name and address of the handler
  • The phrase: “Certified organic by Oregon Tilth” (listed below the handler’s information)

Where do I find logos?

Optional label elements based on organic content:

  • 100% Organic: All ingredients are certified organic
  • Organic: At least 95% organic ingredients
  • Made with Organic: At least 70% organic ingredients

Important rules for logos and formatting:

  • You may not alter the Oregon Tilth logo (no changes to size, font, or color)
  • The Oregon Tilth logo must not be more prominent than the USDA seal
  • Always submit your label for OTCO review before printing or use

Can I use labels before OTCO approval?
We strongly recommend submitting all labels for approval before printing. Using unapproved labels can:

  • Delay certification
  • Lead to costly reprinting
  • Risk noncompliance

Transitional Certification Labeling

When can I use the Oregon Tilth Certified Transitional logo?
Only if your operation is certified under the Oregon Tilth Certified Transitional program.

Restrictions on transitional labeling:

  • You cannot use the word “organic” or display the USDA Organic Seal
  • You cannot alter the transitional logo’s design
  • The logo is available in the Oregon Tilth logo section

As with all labels, submit your transitional label to OTCO for approval before use.

International Organic Labeling Requirements

If you are exporting organic products, you must meet the labeling and composition rules of the destination country.

⚠️ Important: Always notify OTCO when submitting labels for export approval. This allows us to ensure compliance and avoid delays in issuing Certificates of Inspection.

Canada Organic Regime (COR)

  • The COR seal is only allowed on products with 95–100% organic content
  • The seal must meet Canadian Food Inspection Agency formatting rules
  • Additional labeling rules for imports/exports include:
    • Phrases like “Imported”, “Product of [country]” near the COR seal
    • Export-only labels must be clearly marked if not NOP compliant

Mexico Organic Program (LPO)

Labels must follow strict formatting and content requirements under SAGARPA rules. Use our Mexico Organic Regulations Guide for:

European Union Organic Program

For EU-certified products:

  • Follow rules from the European Commission on logo usage, placement, and sizing
  • The EU Organic Seal must be used properly, with required ingredient details and placement

Important Labeling Notes

  • OTCO does not review labels for FDA, FSIS, or other domestic or international agencies
  • OTCO’s review is limited to organic compliance only
  • For dual or private label products, contact OTCO for specific guidance

Submit Labels for Review

Once you’ve finalized your label:

  • Email it to your Certification Specialist
  • Allow time for review before printing
  • Include product formulation and ingredient list if relevant
