Organic Labeling and Packaging Requirements
Summary: This article explains the organic labeling and packaging requirements for products certified under the USDA National Organic Program (NOP) and for other international organic standards. Packaging Requirements for Organic Products
What packaging materials are allowed?
You may have many packaging options, but organic regulations limit what can be used:
- No synthetic fungicides, preservatives, or fumigants may be used in packaging.
- Reused containers must be sanitized and prevent contamination of organic products.
- Biodegradable materials (like Polylactic Acid (PLA) made from corn) must be accompanied by documentation that they contain no genetically modified materials.

Where do I find logos?

- Access the Oregon Tilth logo in our Help Center logo section
Important requirements for using OTCO Logos:
- You may not alter the Oregon Tilth logo (no changes to text, font, or color)
- The Oregon Tilth logo must not be more prominent than the USDA seal
Can I use labels before OTCO approval?
All labels must be submitted to OTCO for review and approval before printing to ensure they comply with applicable organic labeling requirements. If changes are needed after labels have been printed, you may experience:
- Costly label reprinting or relabeling.
- Noncompliance if products are marketed with noncompliant and unapproved labels.
- Delayed product release while label corrections are made.
Transitional Certification Labeling
When can I use the Oregon Tilth Certified Transitional logo?
Only if your operation is certified under the Oregon Tilth Certified Transitional program.
Restrictions on transitional labeling:
- You cannot use the word “organic” or display the USDA Organic Seal
- You cannot alter the transitional logo’s design
- The logo is available in the Oregon Tilth logo section
As with all labels, submit your transitional label to OTCO for approval before use.

If you are exporting organic products, you must meet the labeling and composition rules of the destination country.
Canada Organic Regime (COR)

Submit Labels for Review
Once you’ve finalized your label:
- Email your draft label to your Certification Services Team
- Allow time for review and approval before printing
- Include product formulation and ingredient list if relevant
